ADOPTION GUIDE= LINES - 2007

 <= /span>

I.      =             &nb= sp;   PURPOSE

 

a)     To find the = best possible home for the available bird, in order to prolong the health, longe= vity and well being of the bird.

b)&n= bsp;    To place the available bird in an environment deemed most appropriate for the successful propagation of the species involved.

II.&= nbsp;           &nbs= p;      LICENSING

a)&n= bsp;    The Adoption Program shall hold a license with the Department = of Agriculture, and the Adoption Chair or Co-Chairs shall be responsible for t= he renewing of such license.

b)&n= bsp;    The Adoption Chair or Co-Chairs shall also be responsible for = the licensing of a sufficient number of foster homes and the yearly inspection = of such foster homes in accordance with Department of Agriculture rules, inclu= ding a limit of 4 birds per foster home.

c)&n= bsp;     If there are more birds to be fostered than approved foster ho= mes, the birds must come back to the shelter.&n= bsp; The one exception to this rule will be if a non-foster home wants to take a specific bird home to see if the bird fits in their family. This exception must be approved by the Adoption Chair or Co-Chair as a temporary placement.  The member must ei= ther apply to adopt the next month by following the normal adoption procedures or give the bird up.  No temporary placement will be allowed for longer than one month.

= III.      =             GCCBC ADOPTION PROGRAM COMMITTEE (APC)

= a)     The function of the Adoption Program Committee is to administer the Adoption Program.  They are empowered to formulate guidelines and rules pertaining to the acquisition, fostering and placement= of available birds.  All rules, regulations, requirements and policies are subject to the Illinois Animal Welfare act and approval of the GCCBC Board of Directors.=

= b)     The GCCBC Adoption = Program Committee consists of individuals representing three groupings within the c= lub.

1) Chairperson or Co-Chairpersons as the Club President designates.

2) Board of Directors

      Three memb= ers (3) and one (1) alternate, appointed by the Board

 

3) General Membership

Four (4) me= mbers chosen by the Chair/Co-chairpersons and the Board of Directors.<= /span>

= IV.      =          PRIORITIES FOR PLACEMENT

The GCCBC considers the placement of the adopted birds to be an important ethic= al responsibility.  The adoption applications will be screened by an appointed GCCBC Adoption Decision Committee.  There will be a ca= se-by- case evaluation and the Adoption Decision Committee= shall make the final decision.  Unde= r no circumstances will a bird be placed in an environment where the adopting pa= rty has not met the qualifications and requirements set forth by the Adoption Committee and has not demonstrated compliance with the following criteria:<= o:p>

 

a)     The applicant must complete an application which will include the name to the applicant(s), number and typ= e of birds present in household, number of adults and children in household including children’s ages, and a list of other pets present in househ= old.

 

b)     The applicant must display expe= rience and knowledge of proper animal husbandry (housing, diet, hygiene, etc) for = the asked for bird.

 

 

c)      The applicant must agree to pro= vide necessary veterinary care for the bird at their own expense.

 

d)     The applicant must agree to bre= ed, whenever possible, those birds (Type 5) which are deemed vital to the preservation and establishment of the species in captivity.

 

e)     The applicant must agree not to= breed hybrid birds.

 

V.      =            GROUPING OF AVAILABLE BIRDS

Birds entering the program are groped to aid in placement and insure each individ= ual bird is placed in an environment most beneficial to it.

 

The Chair/Co-Chairperson will determine the category rating for each bird:=

 

Type 1

      =

      Birds in th= is category are common aviculture pets. They have been shown to be the most numerous species offered for adoption. They require a basic knowledge of av= ian care and only limited experience is needed to maintain them in good health. Species in this category are, but not limited to:

Common Budgerigars

Common Cockatiels

Common Finches

Common Canaries

 

Type 2

 

      This catego= ry will consist of medium sized, single pet psittacine type birds and any other single or group of birds deemed to need more advanced knowledge and experie= nce to maintain in good health. Species in this category are, but not limited t= o:

 

Quakers

Conures

Psittacula

Poicephalus

 

Type 3

 

This category will consist of large sized, single pert psittacine type birds, and any other single or group of birds deemed to need expert knowledge and expe= rience to maintain in good health. Species in this category are, but not limited t= o:

 

Macaws

Cockatoos

Amazons

Eclectus

African Grey

 

Type 4

 

      This catego= ry is reserved for single or paired birds deemed to qualify as candidate for successful breeding.

 

Type 5

 

      Birds in the category are of three types:

        &= nbsp;         Special Needs or Requirements

        &= nbsp;         Permit Required

        &= nbsp;         Or, of such rarity as to warrant special placement

      People wish= ing to be considered for this type bird will be placed on a list and contacted in rotating order when such a bird becomes available.

 

Special= Needs Birds (Handicapped):  Any member wishing to be considere= d for placement of this type bird should contact the Chair/Co-chairpersons.<= /o:p>

Permit Required:  Any member holding a permit for sp= ecific birds who wishes to be considered for placement of this type bird should contact the Chair/Co-chairpersons.

Rare = Birds:&= nbsp; Members already having rare type birds can contact the Chair/Co-chairpersons and file a list of the birds they currently own.  Should a bird of that species beco= me available the committee will contact them.

VI.&= nbsp;           &nbs= p;  MEMBERS QUALIFICATIONS AND REQUIREMENTS TO ADOPT

The provisions of Paragrah VI(A) tr= ough (H) below shall apply to the persons who are members at the time of the adoption application.

A.&n= bsp;    All birds entering the adoption program will be offered to club members the first two months the bird is available for adoption. Birds not adopted by members will be available for public adoption as well as club adoption.

B.&n= bsp;    Members must be members in good standing for three months to a= dopt Type I birds and members in good standing for one year to adopt all other T= ype birds at the members adoption fee list.

C.&n= bsp;   New members and public adoption fees for Type 2,3 and 4 birds = will be three times the member’s adoption fee. Type 1 fee will increase by= $5 per bird for new and non members and Type 5 adoption fees will be at the Chair/Co-chairs discretion. See adoption fee list.=

D.&n= bsp;   The applicants must agree to return the bird to the adoption program in the event the applicant can no longer maintain the adopted bird,= for whatever reason.

E.&n= bsp;    The applicant must agree to provide proper housing, food and v= et care consistent with the species being adopted.

F.&n= bsp;    Members who join the club after September 15, 2006, will be= required to schedule a home visit before they can participate in adoptions. Existing members who have been members as of Spetember 15, 2006 will be exempt from = home visits.

G.&n= bsp;   All applicants must sign a legally binding adoption release fo= rm before a bird can be taken home.

H.&n= bsp;    A member who is not yet eligible to adopt a particular bird, s= hall be permitted to submit an application for public adoption pursuant to Parag= raph VII below.

VII.=             &nb= sp; PUBLIC ADOPTION REQUIRMENTS AND QUALIFICATIONS

The provisions of Paragraph VII(A) through (K) below shall apply only to persons who are non-members at the ti= me of  the adoption application a= nd to members submitting adoption applications in accordance with Paragraph VI(H) above.<= /span>

A.&n= bsp;    An adoption application must be completed and accepted by GCCBC before any person can be considered for adoption

B.&n= bsp;    Type 1 birds can go home with the new owners at the time of adoption. If the bird does not come with a cage, the applicant must bring t= he prospective cage to pick up the bird, in order to determine if the cage wil= l be adequate.

C.&n= bsp;   All type 2,3, 4 and 5 type birds will require a least one home visit before adoption and two follow-up visits over the next 12 months. Vis= its are to be scheduled at the applicant’s and visitor’s convenience and will be educational in nature.

D.&n= bsp;   The applicant must agree to provide proper housing, food and v= et care consistent with the species adopted. If for any reason, during a home visit, it is not longer considered in the birds best interest to be left in= the home, the applicant agrees the bird can be removed at that time.=

E.&n= bsp;    GCCBC will hold regularly scheduled training sessions on bird care. All persons wishing to adopt Type 2 ,3, 4 and 5 birds will need to at= tend a minimum of one session unless the Chairman or Co-Chairman exempts the per= son. The only reason for exemption will be for advanced knowledge of bird care.<= o:p>

F.&n= bsp;    All applicants will be required to have a reference from a Veterinarian. It can be a vet that works with other pets in the household o= r an Avian vet.

G.&n= bsp;   Open houses will be scheduled at the shelter so applicants can interact with the birds and place adoption applications. Adoptions will be reviewed and announced at the regular scheduled meetings of GCCBC.

H.&n= bsp;    Applications can be accepted at any place GCCBC has an adoption table display in addition to regular scheduled meetings. Suggestions are Fa= irs, Shows, and pet stores. All applications will be reviewed after the event by= the Adoption Committee and the applicant notified if they are accepted as an applicant.

I.&n= bsp;        All Type 2,3,4 and 5 birds will receive a one-year membership included in the adoption fee, if they are not already a member.<= /span>

J.&n= bsp;     All applicants must sign a legally binding adoption release fo= rm before a bird can be taken home.

K.&n= bsp;    The applicant must agree to return the bird to the Adoption program in the event the applicant can no longer maintain the adopted, for whatever reason.

VIII.            GCCBC ADOPTION DECISION COMMITTEE (ADC)

The adoption Decision Committee will review the applications and choose the one deemed to be the best for that b= ird. The ADC will be made up of interested club and board members. Each member w= ill be scheduled in advance for meetings and must attend a training session pri= or to being placed on the schedule. The ADC will review the applications and p= lace all Type birds.

 

IX.      =          GUIDELINES FOR DECISION MAKING

 

A.     In the event no application is considered satisfactory, the ADC will recommend that the bird be held until= the next meeting.

B.     If a APC or ADC member, club me= mber, officer or member of the Board of Directors desires to submit an application for adoption, they must ask to be replaced temporarily on the committee whi= ch they are serving where their application will be reviewed.

C.    The first two months the bird i= s in the program, the bird to be adopted will be presented to the assembled membersh= ip at a regularly scheduled meeting at which time the appointed ADC shall revi= ew the applications and make a decision for placement of the bird. If no appli= cant is deemed acceptable, the adoption of the bird will be opened to the public= in addition to the clubs members.

D.    The decision of the ADC is fina= l, except as provided in Section H.

E.     A release form must be signed a= nd kept on file for both parties in the adoption process (the donating and the adop= ting parties) releasing GCCBC of any liability.

F.     An adoption fee must be paid as= specified on the Species Adoption Fee list attached, or the adjusted fee assigned by = the Chair/Co-chairpersons prior to taking custody of the adopted bird.

G.    Each adopting family unit has t= he responsibility to have the adopted bird’s health checked at their own= expense by an avian veterinarian within seven days of taking custody of the bird. In the event of an illness being diagnosed the bird my be returned to the adop= tion program and the adoption fee will be refunded. GCCBC reserves the right to request a written report from the attending veterinarian.=

H.     All placements made by the ADC = are subject to review and/or cancellation by the Chair/Co-chairperson or the President after announcement.

 

X.      =            LIMITS OF ADOPTION

 

A.     A family may submit only one application for each available bird. A family unit consists of all members = of the family living at the address shown on the club membership roster or all persons living at the same residence for a public adoption.

B.     A family unit may adopt five Ty= pe 1 birds per calendar year.

C.    A family unit may adopt two Typ= e 2 birds per calendar year.

D.    A family unit may adopt two Typ= e 3 birds per calendar year.

E.     If 2 birds are bonded, the appl= icant may adopt both birds but it will be considered two adoptions within the calendar year for all Type birds

F.     A family unit my petition the Chair\Co-chairperson for a variance in the adoption calendar year limits.

 

XI.      =          EFFECTIVE DATE

 

This adoption program shall be applicable to all adoptions after December 31,= 2006.
